Public Law 108-7 Section 521 authorizes the FAA to issue stadium TFRs that ban unmanned and most manned aircraft below 3,000 feet above ground level within a three-nautical-mile radius of stadiums seating 30,000 or more during major sporting events. American Airlines Center hosts Mavericks and Stars games, while AT&T Stadium in Arlington and the Cotton Bowl at Fair Park host NFL, college football, and large concerts. TFRs activate one hour before through one hour after each event. The FAA also issues custom TFRs for State Fair of Texas and presidential visits. Dallas Police Department and Department of Homeland Security coordinate counter-UAS detection. Penalties stack federal civil fines, possible Title 18 criminal charges, and Texas Penal Code violations for interference.
