Section 18-14 requires every owner, occupant, or person in control of premises to use every precaution to prevent weeds, grass, or other vegetation from becoming a nuisance or fire hazard. The definition of premises includes the lot plus adjacent parkways and alley right-of-way. It is a defense that vegetation within 100 feet of the perimeter is maintained at or below 12 inches and has been properly mulched, raked, or composted. If the owner fails to correct the violation, the city may abate the weeds at the owner's expense and lien the property under Section 18-16.
