Demolition of any designated Dallas Landmark or contributing structure inside a Historic Overlay District requires a Certificate of Appropriateness under Chapter 51A-4.501. For properties pending designation, the city may impose a building-permit hold of up to 90 days while the Commission acts. Routine demolition of non-historic accessory structures, unsafe buildings ordered by Code Compliance, and emergency demolitions ordered by the Building Official under Chapter 27 escape Landmark review but still require notice. Owners must engage a licensed contractor and obtain Building Services demolition permits under Chapter 53.
Demolition without a Certificate is a Class C misdemeanor under Chapter 51A-4.501(g) with fines up to $2,000 per day. The city may pursue injunctions, deny permits on the cleared lot, and require reconstruction.
