All new swimming pool and spa construction in Dallas requires a residential building permit from the Building Inspection Division. Additional permits may be required: an electrical permit for lighting and electrical components, a plumbing permit for pool plumbing, and a mechanical permit for heating systems. A site plan showing pool location, setbacks, equipment, and barrier details must be submitted. The barrier (fence) must be installed, inspected, and approved before the pool is plastered or filled with water. For public and semi-public pools, Chapter 43A of the Dallas Code requires an annual operating permit at $175 for the first pool plus $100 for each additional pool at the same location. A certified Manager of Operations is required, trained by the City of Dallas. Operating permits are due by March 1 each year.
