Grand Prairie, TX Swimming Pools & Spas: Pool Permits (2026)

Before a contractor breaks ground on a residential swimming pool in Grand Prairie, Code of Ordinances Sec. 7-154 requires that contractor to hold a valid swimming pool construction permit. The same section makes the contractor responsible for keeping the entire build inside the construction standards and building setback limits set by the city's zoning ordinances, not just at the permit-application stage but throughout construction. A contractor cannot avoid the permit duty by picking up a job assigned from another swimming pool contractor: Sec. 7-154(b) defines 'swimming pool contractor' broadly to reach any person, corporation, association, partnership, joint venture or other entity primarily responsible for placing or constructing the pool, and Sec.

7-154(c) makes clear that a court finding a contractor in violation does not relieve the property owner of criminal liability for the condition of their own property. The permit requirement layers on top of Sec. 7-150, which adopts the 2021 edition of the International Swimming Pool and Spa Code, together with its appendix, as the city's Swimming Pool and Spa Code; a copy is kept on file with the city secretary.
