Richardson requires a building permit for any swimming pool, including above-ground pools, that holds water more than 24 inches deep, consistent with the adopted International Swimming Pool and Spa Code. Above-ground pools must be located in the rear yard, maintain minimum setbacks of typically 5 feet from side and rear property lines, sit at least 10 feet from the primary structure's foundation, and be electrically bonded and GFCI-protected per the National Electrical Code. A 48-inch barrier is required: the pool wall itself may serve as the barrier if it is at least 48 inches tall and removable ladders are secured or removed when unattended, otherwise a perimeter fence with self-closing, self-latching gates is required.
