Local governments may set leave policies for their own public employees but cannot mandate paid leave for private-sector workers. Federal Family and Medical Leave Act (FMLA) requirements apply for unpaid job-protected leave at qualifying employers, and federal pregnancy and disability protections continue to govern accommodation obligations.
