090(B) defines a 'commercial vehicle' as a tractor or motor vehicle exceeding a rated capacity of two and one-half tons, trailer, or semi-trailer used or maintained for the transportation of persons or property that operates as a carrier for hire, compensation, or profit, or as a carrier transporting the owner's goods in furtherance of a commercial enterprise; food carts and food trucks are expressly excluded from that definition. 100(A)(2) bars parking a commercial vehicle on any public street within a residential zone for longer than one hour, except when actually loading or unloading, and in no event may a commercial vehicle be parked on a public street for more than eight hours within any 24-hour period even while loading.

100(A)(5) goes further and prohibits parking a commercial vehicle on any lot or parcel at all within a residential zone, meaning driveways and private yards are off-limits, not just the street. 100(B) carves out exceptions for city vehicles, public utility vehicles performing repairs, vehicles delivering building supplies and materials, and vehicles used while work is actively performed on the property. 110.
