Yuba City is an inland city in Sutter County roughly 120 miles from the Pacific Ocean and lies entirely outside the California Coastal Zone, so the California Coastal Act and Coastal Development Permit requirements do not apply.
The California Coastal Act of 1976 (Public Resources Code Division 20, beginning at §30000) and the Coastal Development Permit program administered by the California Coastal Commission apply only to land within the statutorily defined Coastal Zone, which generally extends from the mean high tide line inland up to 5 miles (less in developed urban areas, often under 1,000 yards). Yuba City, located at the confluence of the Feather and Yuba rivers in Sutter County, is far inland and contains no Coastal Zone land. Waterfront development along the Feather River is instead regulated by the City's Flood Damage Prevention Ordinance No. 002-07, the Central Valley Flood Protection Plan (Water Code §9600 et seq.), and Central Valley Flood Protection Board encroachment permits for work in the designated floodway.
Not applicable to Coastal Act. Unauthorized work in the Feather River floodway or on levees is subject to enforcement by the Central Valley Flood Protection Board under Water Code §8700 et seq., with civil penalties available.
