Sec. 5-13.01. - Registration required; renewal fee. Any person soliciting, canvassing, or taking orders from house to house or from place to place in the City for any goods, wares, merchandise, or article to be delivered in the future, or for services to be performed in the future, which solicitation or service shall be an operation within interstate commerce in the United States, shall not be required to pay any license fee as provided by Chapter 4 of Title 3 of this Code, but each such person is hereby required to register with the City Clerk before engaging in any such soliciting or canvassing and shall, if continuously so engaged within the City, renew such registration on each January 1 thereafter and pay a fee in the amount of $10 for each such registration or renewal.
Full Breakdown
Chapter 13 of Title 5, dating to Ordinance No. 362 and updated by Ordinance No. 1022 in 1987, governs house-to-house solicitors and canvassers taking orders for goods to be delivered later or services to be performed later. 01 requires registration with the City Clerk before any such solicitation begins; because interstate-commerce solicitation is exempt from the business license fee under Title 3, Chapter 4, the $10 registration fee is instead charged annually, renewed every January 1 for anyone continuing to solicit in the city. 02 requires the registration form to list the applicant's name, business and home address and phone numbers, a physical description, an arrest-record declaration, three Yuba City property owners as character references, the company represented, and a sample of any sales contract used.
05, no one may begin soliciting until that verification comes back. 07 permanently bars anyone arrested for a felony or two misdemeanors, or convicted of an offense under Penal Code Section 290, from being issued a registration at all.
Violations & Fines
Section 5-13.08 makes it a misdemeanor for any person to fail, neglect, or refuse to register as required by the chapter, and Section 5-13.05 independently bars anyone from soliciting until their FBI and state fingerprint verification is returned, regardless of whether they registered.
