Yuba City's Finance Department brochure on business licenses states that special permits are required from the Police Department for soliciting for donations, firearm dealers, pawnbrokers, psychic reading, massage, live entertainment, and bingo. Applicants are directed to call the Police Department at (530) 822-4660. The Police Department conducts a background check before issuing the special permit. Commercial solicitors and peddlers also must hold a Yuba City Business License under Municipal Code Title 3, Chapter 4 β Licensing. The city does not preempt federal First Amendment protections for non-commercial canvassing (political, religious, or pure speech), which under Watchtower v. Stratton, 536 U.S. 150 (2002), cannot be conditioned on a permit.
Operating without a required business license is a misdemeanor under Municipal Code Title 3, Chapter 4, punishable per Cal. Gov.
