Sutter County Zoning Code Section 1500-06-030(G)(1) caps domestic pets in the ER, R-1, R-2, R-3, and R-4 residential districts at any total combination of four dogs, cats, or other similar and common household pets, while applying no limit in the RAN district. Except in the ER and RAN districts, hoofed animals are not permitted in residential districts, other than up to two pot-bellied pigs kept as pets. Keeping five or more dogs, cats, or similar small animals at least four months old is classified as a kennel under Section 1500-03-090(B)(1), which is a commercial use requiring its own zoning approval and, under Section 1500-05-030(R), must be kept clean with daily waste removal so that animal odors are not detectable beyond the property line. All pets must be effectively contained on the property and enclosures kept sanitary under Section 1500-06-030(G)(3).
Willful violation of the Zoning Code is a misdemeanor or infraction under Section 1500-26-060, and uses inconsistent with the code are declared public nuisances subject to abatement under Section 1500-26-040; administrative penalties may also be assessed under Chapter 87 of the Sutter County Ordinance Code.
