Yuba City Municipal Code Title 8 (Planning and Zoning), Chapter 5 §8-5.5001 governs the keeping of animals in residential zones. On lots of one-half acre or less, residents may keep chicken hens (no roosters), rabbits, guinea pigs, or similar small animals — not exceeding a combined total of twelve (12) — for home enjoyment or consumption. Offspring under six months of age do not count toward the cap. Two (2) pot-bellied pigs are allowed as pets, but no other hoofed animals are permitted on standard residential parcels. On lots exceeding one-half acre, the keeping of animals in numbers exceeding twelve or keeping of other types of livestock (horses, cattle, goats, sheep, swine) is permitted only with an approved use permit, with such animals housed in pens or buildings not nearer than thirty-five (35) feet to any lot line and not nearer than forty (40) feet from a residence. Roosters are categorically prohibited in the city — a regulation that has not stopped Yuba City's famous wild-chicken population (estimated at ~1,000 birds) descended from a 1950s livestock auction. Kennels are not permitted in residential districts. Commercial egg sales would require CDFA registration in addition to the city limits.
Violations of Title 8 zoning provisions are infractions under YCMC general penalty (Title 1), punishable by fines of up to $100 for a first violation, $200 for a second within one year, and $500 for each additional violation within one year per Cal. Gov. Code §36900. Continued non-compliance may be charged as a misdemeanor.
