Chapter 12's Article 4 opens by defining "animal" to include "all animals, poultry, or household pets except dogs" (Sec. 400), which is why cats in Yuba City are regulated under this general article rather than the dog-licensing scheme in Article 2; the city does not issue cat licenses or tags. Sec. 410 (Control) makes it unlawful for anyone who owns or has charge of an animal, cat included, to let it onto a public street, park, or other public place, or onto City property, unless it is under the person's complete control; Sec.

411 separately bars letting an animal trespass on private property, and Sec. 421 treats a cat that disturbs the peace by noise as a public nuisance subject to abatement. When Animal Control Services impounds a cat, Sec. 440 gives the owner the holding period set by Food and Agricultural Code Sec. 31752 to redeem it by paying outstanding shelter fees and, if the cat is not spayed or neutered, the deposit required by Sec. 470. That deposit section separately bars Animal Control Services from selling, giving away, or transferring any cat over six months old except under Agricultural Code div.
