Yuba City Municipal Code §8-5.6314(i) (Article 63, Signs) permits political signs without a planning permit but caps them at 32 square feet and 10 feet in height, and requires removal within 7 days after the election. This is stricter than California Government Code §53069.81, which permits 32 sq ft and allows 10 days post-election.
Per Yuba City Zoning Ordinance Title 8, Chapter 5, Article 63, §8-5.6314(i), political/campaign signs are an exempt sign category (no planning permit required), but they must comply with size, height, location, and timing standards. Signs may not exceed 32 sq ft in area or 10 ft in height, must be placed on private property with the owner's consent, and must not obstruct or confuse pedestrians or drivers (no placement in public right-of-way, on traffic-control devices, or on utility poles). All political signs must be removed no later than seven (7) days after the election they reference. California Outdoor Advertising Act (Bus. & Prof. Code §5405.3) preempts certain state-highway-visible sign rules and requires the candidate/committee to assume responsibility for removal.
Article 63 violations are abated through Article 74 of the Zoning Ordinance and Title 1 general penalty provisions of the Yuba City Municipal Code. Non-compliant signs in the public right-of-way may be summarily removed by Code Enforcement (Development Services, 530-822-4707). Continued violations are typically prosecuted as infractions: $100 first offense, $200 second offense within 12 months, $500 for each additional offense (Cal. Gov. Code §36900(b)). Candidates may be billed for removal costs.
