Baltimore requires erosion and sediment control plans for all grading and land-disturbing activities under Article 7 of the City Code, enforced by the Department of Public Works in accordance with Maryland state standards.
Any person proposing grading or other land-disturbing activity must obtain an approved erosion and sediment control plan before beginning work. Plans must comply with the Maryland Standards and Specifications for Soil Erosion and Sediment Control. The Department of Public Works reviews and approves all erosion and sediment control plans. Construction sites must implement best management practices including silt fences, sediment traps, stabilized construction entrances, and dust control measures. Inspections are conducted throughout the construction process to verify compliance.
Violations of erosion and sediment control requirements may result in stop-work orders, fines up to $10,000 per violation per day, and requirement to restore disturbed areas. Repeat violations may result in permit revocation.
