Article 12.16 of the City Code adopts the City of Austin Drainage Criteria Manual as the controlling standard for the design, development, and construction of all drainage improvements within the city limits and ETJ. No person may place any obstruction in any waterway except as authorized by an approved site plan. Property owners whose land contains a waterway must keep it free from unauthorized obstructions. The Engineering Director has authority to enter property to inspect drainage, remove blockages, and verify compliance. The City's Stormwater Master Plan was adopted by Council on March 28, 2019.
