Article 18.10 of the Cedar Park Code of Ordinances ('Solid Waste Collection Franchise') authorizes the City Manager to grant non-exclusive franchises for solid waste collection. Collection of garbage, waste, or refuse between 6:00 p.m. and 7:00 a.m. in any area zoned residential or within 300 feet of a residential zone is prohibited under the franchise article.
Operating an unfranchised collection business is a Code violation enforceable under the City's general penalty (Sec. 1.01.009), which authorizes fines up to $500 for general offenses and up to $2,000 for violations of rules governing public health and sanitation, including refuse and waste.
