Glen Cove's Local Waterfront Revitalization Program (LWRP) and Chapter 109 (Boats, Docks and Waterways) protect the city's Long Island Sound shoreline. Any new dock, bulkhead, pier or shoreline structure requires city, county and NYSDEC permits.
Chapter 109 was adopted by Local Law No. 1-1981 and governs all mooring, anchoring and shoreline-structure activity within Glen Cove Harbor. The Harbormaster issues mooring permits, which expire each January 1 and are not transferable. Permits cannot be issued for moorings that congest channels or fairways. All shoreline construction also requires NYSDEC tidal wetlands permits (Article 25) and Article 15 protection-of-waters permits. The Superstorm Sandy Relief Act (Chapter 27913301 in the eCode index) added flood-resilience requirements for shoreline structures rebuilt after the storm.
Unpermitted shoreline structures are Chapter 109 violations enforceable under § 1-15 plus NYSDEC enforcement (penalties up to $10,000+ per violation under ECL Articles 15 and 25).
