Under Chapter 109, no mooring may be placed in Glen Cove waters and no mooring boat may be anchored without a permit from the Harbormaster. Permits are non-transferable and expire on January 1 of the year following issuance.
The Harbormaster's mooring-permit system is designed to accommodate the maximum number of craft, avoid congestion, prevent obstruction of channels and fairways, match mooring depth to boat draft, and provide safe approach/departure. The 5 mph speed limit applies in all mooring areas and other designated areas. Discharge of sewage or any liquid or solid material that renders the water unsightly, noxious or unwholesome is prohibited from any watercraft, marina or mooring. Permit applications are processed through the Harbormaster's office and require proof of insurance and current vessel registration.
Mooring without a permit, exceeding the 5 mph limit, or discharging pollutants are Chapter 109 violations enforceable under ยง 1-15 (up to $1,000 / 15 days). NYSDEC may impose separate penalties for pollutant discharges.
