On November 1, 2011, the Little Elm Town Council adopted Ordinance 1087 implementing the Stormwater Management Program to protect Lewisville Lake, private property, and the environment from stormwater pollution, aquatic habitat damage, creek erosion, and flooding. Little Elm holds a Small Municipal Separate Storm Sewer System (MS4) general permit from the Texas Commission on Environmental Quality (TCEQ). Stormwater from the MS4 discharges directly to Lewisville Lake Assessment Unit 0823_04 which has designated uses including Public Water Supply, Aquatic Life, Fish and Shellfish Consumption, Recreation, and General uses. Construction sites disturbing one acre or more must develop a Stormwater Pollution Prevention Plan (SWP3) with best management practices including silt fence, inlet protection, construction entrance stabilization, and sediment basins. Illicit discharges to the storm drain system are prohibited. The town charges a monthly drainage utility fee on utility bills to fund stormwater infrastructure maintenance, drainage improvements, and TCEQ compliance activities. Residents must not dump chemicals, motor oil, paint, or other pollutants into storm drains or ditches.
Illicit discharge violations can result in municipal fines and TCEQ enforcement action. Construction sites operating without required SWP3 documentation face stop-work orders and penalties.
