Stormwater follows the MA Wetlands Protection Act (MGL c.131 s.40), MassDEP Stormwater Standards, and municipal MS4 bylaws under the EPA NPDES permit.
Middlesex County stormwater management is governed by a combination of the Massachusetts Wetlands Protection Act (MGL c.131 s.40), its regulations at 310 CMR 10.00, and the MassDEP Stormwater Standards. Virtually every Middlesex County municipality holds an EPA NPDES MS4 general permit and enforces a local stormwater bylaw requiring erosion and sediment control plans, post-construction Best Management Practices (BMPs), and illicit discharge prohibitions. Projects disturbing one acre or more trigger Construction General Permit coverage. Local Conservation Commissions review work within 100 feet of wetlands or 200 feet of perennial streams. Low Impact Development techniques are increasingly required.
