Beyond height, Avondale's Zoning Ordinance imposes design and visibility requirements on walls and fences. Walls must be at least six inches thick, use at least two different materials, and provide articulation, while no obstruction over the sight-distance limit may block visibility at corners and driveways.
Avondale treats walls and fences as design elements, not just barriers. Section 28-297(b)(3) requires a minimum finished wall thickness of no less than six inches, and Section 28-297(b)(4)(B) requires a minimum of two different types of materials or treatments for every wall on a site. Walls must include articulation, achieved through a change in plane or height, integration of curves, material and color accents, pillars, or sculptural insets. For long walls along arterial or collector streets over 150 feet, the code calls for a horizontal undulating pattern or offset at minimum intervals of fifty feet, with an undulation or offset depth of at least three feet parallel to the street. Visibility is protected through sight-distance standards: under Section 28-294(c)(9), shrubs and groundcover within sight-distance lines may not exceed two feet in height at maturity and trees must be limbed up to seven feet of clearance. Single-family and two-family homes are exempt from the broader landscape requirements but must still comply with the wall and fence standards. Homeowners should confirm site-specific requirements, especially near corners and arterial streets, with Avondale Development Services.
Walls that fail the thickness, two-material, or articulation standards, or plantings and fences that block required sight-distance triangles, are violations of Article 12 enforced by Code Compliance. The City may require modification, additional materials, or removal of the obstruction to restore visibility.
