Avondale's Zoning Ordinance prohibits galvanized chain-link fencing and barbed wire except at temporary construction sites. Walls must use solid, durable masonry materials such as cast-in-place or precast concrete block or natural stone, with a minimum thickness of six inches.
Avondale restricts both prohibited and required wall and fence materials in Section 28-297. Galvanized chain-link fencing is prohibited except for temporary construction sites (Section 28-297(b)(8)), and barbed wire is prohibited except for temporary construction sites, with the restriction applying where it is located six feet or higher above grade (Section 28-297(b)(9)). On the required side, Section 28-297(b)(3) calls for walls of cast-in-place concrete, precast concrete block, natural stone, or a similar solid, durable material, with a minimum finished thickness of six inches; wall units are described as six or eight inches wide. Section 28-297(b)(4)(B) requires at least two different material types or treatments on every wall. These standards push residential and commercial development toward permanent masonry walls rather than temporary or industrial fencing materials, consistent with the desert-community aesthetic the code's purpose statement describes. Single-family and two-family homes, while exempt from the broader landscape requirements, must still comply with these wall and fence material standards. Because some materials may also be limited by HOA architectural rules, homeowners should confirm allowable materials with both Avondale Development Services and their HOA before installing a fence or wall.
Installing prohibited galvanized chain-link or barbed wire (outside an allowed temporary construction use), or building a wall that fails the masonry, thickness, or two-material standards, is a violation of Article 12. Code Compliance can require replacement with conforming materials or removal of the non-conforming fence.
