The Clovis Development Code establishes general requirements for fences in residential and commercial zones. All fences must be maintained in structurally sound condition and good repair. Dilapidated, leaning, or damaged fences can be cited by Code Enforcement as nuisance conditions. Fences may not be constructed within public rights-of-way, utility easements, or across access easements without written approval from the affected agency. On corner lots, fences within the sight-distance triangle (typically measured 25 feet from the intersection of property lines along each street frontage) must not exceed 3 feet in height to maintain driver and pedestrian visibility. Fences must not obstruct the flow of storm water or redirect drainage onto neighboring properties. In newer subdivisions, perimeter fencing along major streets is often installed as a condition of the subdivision map and maintained by a homeowners association. These perimeter walls are typically 6-foot masonry block walls and may not be modified by individual property owners without HOA and city approval.
