7. 02 defines a covered "electric vehicle charging station" as supply equipment built to Article 625 of the California Electrical Code that "delivers electricity from a source outside an electric vehicle into a plug-in electric vehicle," and allows "electronic submittal" of applications by email, internet portal, or facsimile. 03, the Building Official must adopt a compliance checklist modeled on the Governor's Office of Planning and Research "Plug-In Electric Vehicle Infrastructure Permitting Checklist" and publish it on the City's website. 04(a) requires the applicant to verify the installation will not have a "specific, adverse impact" on electrical system capacity and loads, wiring, bonding, and overcurrent protection, or affected building infrastructure.

04(b) directs the Building Official to "approve the application and issue all necessary permits" without a discretionary hearing, though approval does not authorize energizing the station until a final inspection is approved; an incomplete application instead draws a written correction notice detailing every deficiency. 04(c) requires the City to accept electronic applications and electronic signatures in place of a wet signature. 05(b) bars the City from conditioning any charging-station permit on approval by a homeowners' association under Civil Code Section 4080. 06, and the added charging load must be folded into the building's electrical load calculations as a continuous load.
