5's article on traffic control devices, makes it unlawful for any person to paint a street or curb surface unless the City has authorized it. 1002 gives the City Engineer authority to mark no-stopping zones, no-parking areas and restricted parking areas by paint on the curb surface as an alternative to posting signs, and once those markings are down, that same section makes it unlawful for a driver to stop, stand or park adjacent to a legible curb marking in violation of what it designates.

480 closes the loop by barring anyone else, a resident repainting a faded red curb, a business owner marking a loading space, or a contractor doing driveway work, from applying paint to a street or curb surface on their own initiative. The single exception in the section is for house-number painting on a curb, and even that is only lawful if the painter has complied with whatever City resolution or ordinance governs that specific practice; unauthorized number-painting services that go door to door without that compliance are not covered by the exception.
