1 of the Municipal Code, titled the "Tree Regulations," governs every tree and shrub in the public right-of-way. 02 bars anyone from planting or removing trees or shrubs in, or removing them from, any public parking strip or other public place in the City without permission from the Public Utilities Director. 03 then ties species and location to the recommendations established by the Saratoga Horticultural Foundation or to the street tree plan of the City. 05 separately bans planting acacias, black walnuts, conifers, eucalyptus, palms, poplars, and trees of heaven in any sidewalk area, and bars willow, cottonwood, or poplar trees anywhere in the city unless the Public Utilities Director confirms the roots will not reach a public sewer.

04 places due care on the adjacent property owner, measured against ANSI A300 standards and International Society of Arboriculture best management practices, including irrigation and pruning for sidewalk and street clearance. 06 is valid for only thirty days after issuance, and the Director can condition it on replacement with an approved tree matching the street tree plan. 08 get the same fifteen-day notice before the City removes or trims them directly. 10, triggering a hearing before the City Council.
