Chapter 10.34 of the Reedley Municipal Code governs all fences, walls, and hedges within the city. Section 10.34.050 establishes required fencing and walls for certain types of development. For uses requiring discretionary permits, the Community Development Director determines wall height based on the noise, danger, or hazard involved. Solid masonry walls are specifically required to mitigate noise generated by vehicular traffic, and fences or walls may be constructed on property lines abutting collector streets, arterial streets, expressways, highways, and freeways. Corner lots must maintain sight-triangle visibility, with hedges, shrubs, and plants limited to 3 feet in height at intersections without traffic signals or stop signs. Fences along property lines must not encroach into the public right-of-way. The zoning code requires screening fences or walls for certain accessory uses, outdoor storage, and equipment areas. Fence height is measured under Section 10.34.020 from average ground level to the highest point, excluding posts or columns. Properties adjacent to higher-intensity uses (commercial, industrial) may be required to install masonry sound walls as conditions of approval during the development review process.
Noncompliant fences are subject to code enforcement citations and orders to modify or remove. Required fences that are not installed per conditions of approval may result in permit revocation or stop-work orders on associated development.
