Reedley regulates barking dogs and other animal noise under RMC 5-3-10 (Ord. 2009-04). The ordinance prohibits keeping or maintaining any animal within city limits that creates excessive noise disturbing the peace and comfort of any neighborhood or interfering with the reasonable and comfortable enjoyment of life or property. Enforcement follows a progressive system: the animal control officer issues a warning for first offenses, informing the owner of steps to correct the problem and consequences of failure. Second and subsequent offenses receive infraction citations with escalating fines: up to $100 for the first violation, $200 for the second within one year, and $500 for each additional violation within one year. The officer may also seize and impound the offending animal, with the owner responsible for impoundment costs. Upon a fourth offense within 12 months, the animal is deemed a public nuisance and the poundmaster may order the owner to permanently remove the animal from the city limits. Failure to remove the animal after such an order is a misdemeanor. Animals also may not habitually commit a nuisance upon the property of others under subsection B.
