Pool barriers in Reedley are governed by the California Swimming Pool Safety Act (HSC 115920-115929) and the California Building Code adopted under RMC 9-1-1. The state law requires that new or remodeled swimming pools and spas at residential properties with water over 18 inches deep must have at least two of seven approved safety features. Horizontal fence members must be spaced to prevent climbing, with no openings larger than 4 inches. The Reedley Building Division inspects pool barriers as part of the building permit and final inspection process.
Failure to install required pool barriers may result in a failed building inspection and withholding of occupancy. Existing pools found without compliant barriers are subject to code enforcement action. Property owners may face civil liability for injuries resulting from noncompliant pool enclosures.
