Under Reedley Municipal Code Section 5-3-1, a dog is considered at large when it is off the premises of its owner and not under immediate control by means of an enclosure, leash, rope, chain, or other means of immediate effective physical control. A dog is also at large if it is on the owner's premises but not under sufficient physical control to prevent the animal from leaving the property. Restraint is defined as a leash not exceeding eight feet in length, a tethered lead, or a fenced enclosure capable of keeping the animal under control. Under Section 5-3-6, animal control officers are authorized to take up and impound any dog or other animal (except cats) found at large, staked, or tied in any public place within the city or on the premises of any person other than the owner. Dogs are specifically prohibited from Camacho Park and Sports Park under Section 5-3-34, whether on leash or off leash, with exceptions only for service animals and police or fire service dogs. All dogs over four months of age must be licensed and vaccinated against rabies.
Dogs found at large are subject to impoundment by animal control. Owners must pay impound fees, daily boarding charges, and licensing fees to redeem their animal. Under California Government Code Section 36900, violations of municipal ordinances may be prosecuted as infractions with fines up to $100 for a first offense, $200 for a second offense within one year, and $500 for subsequent offenses. Repeated violations may be charged as misdemeanors with fines up to $1,000 and/or six months in county jail.
