Selma Municipal Code Title 6 Chapter 2 prohibits dogs from running at large within city limits. Dogs must be restrained by leash, chain, or other tethering device when off the owner's property, and animal control officers are authorized to impound any animal found roaming freely.
Selma Municipal Code Section 6-2-11 makes it unlawful for any person owning or having custody of a dog to allow it to run at large upon any public street, sidewalk, park, or other public property within the city. Dogs must be kept on a leash or lead not exceeding six feet in length when in any public area. On private property, dogs must be confined within a secure enclosure or restrained so they cannot reach public walkways or neighboring properties. Animal control officers have authority under SMC 6-2-7 to enter property to investigate violations and may impound any animal found at large. Owners of impounded animals must pay impound fees and any associated costs before reclaiming their pet. Repeat offenses may result in designation of the animal as a public nuisance. Selma also enforces California Food and Agricultural Code provisions requiring dogs over four months of age to be licensed and vaccinated against rabies.
