The finished (smooth) side must face the public right-of-way, common open space, or other public areas. Electric meters located on the front quarter of the house may not be fenced in, and fences may not block fire hydrants, meter access, or easements where the city or utility needs periodic access. Owners must call the Utility Information Center at 811 at least 3-5 working days before digging post holes. Fences must be built within the permitted property; owners are responsible for surveying their own property lines.
Fences with undersized posts, posts spaced more than 8 feet apart, or blocking meters/hydrants/easements may fail inspection. Digging without an 811 locate can result in utility damage charges and personal liability.
