Barbed wire, razor wire, electric fences, and concertina wire are prohibited in all Duluth residential zones. Decorative fencing in front yards must generally be wood, wrought iron, masonry, or vinyl — no chain-link, corrugated metal, or temporary materials.
Duluth UDC prohibits the following fence materials in residential districts: barbed wire, razor wire, concertina wire, electric/electrified fences, corrugated metal panels, temporary/construction fencing used as permanent, and pallet fencing. Agricultural properties within city limits may petition for limited barbed wire where livestock is kept. HOA-regulated neighborhoods often impose additional restrictions (e.g., no chain-link anywhere, no unpainted wood, approved paint colors).
Prohibited material: $250-$1,000 fine; removal required within 30 days of notice.
