Fresno County Title 18 restricts barbed wire to AE (agricultural), industrial, and commercial zones. In R (residential) zones, barbed wire is prohibited except atop fences 6 ft or higher in certain commercial adjuncts. Razor wire is further restricted and often limited to industrial/institutional uses (jails, utility substations). Electric fences for livestock are allowed in ag zones with 'Warning—Electric Fence' signage per UL standards. CC&Rs in master-planned areas (Copper River Ranch, Harlan Ranch) may ban chain-link and impose material palettes. Anti-climb spikes may be permitted on security fencing in commercial zones.
Prohibited materials: removal order, daily fines $100-$500+ until abated.
