Tulsa County Building Inspections enforces pool barrier requirements through the 2018 International Residential Code Appendix G (Swimming Pools, Spas and Hot Tubs) and ISPSC (International Swimming Pool and Spa Code), as adopted under Oklahoma Uniform Building Code Commission authority. Barrier specifications: minimum 48 inches high measured from finished grade on the exterior; maximum 2-inch gap at bottom (4-inch gap over non-solid surfaces like grass); vertical openings max 4 inches (per sphere passage test); horizontal members less than 45 inches apart must have openings less than 1.75 inches (ladder effect prevention). Gates must open outward away from pool, be self-closing and self-latching, with release mechanism minimum 54 inches above grade on pool side OR 3 inches below top of gate on non-pool side with no openings within 18 inches of latch. When a dwelling wall forms part of the barrier, doors leading to pool area must have audible alarms (min 85 dB at 10 ft) or be self-closing/self-latching.
