The ISPSC requires barriers around residential pools and spas that are at least 48 inches above grade on the outside, with no openings allowing passage of a 4-inch sphere, no horizontal members within climbable spacing on the outside face, and self-closing, self-latching gates with the latch at least 54 inches above grade (or with a locking device meeting other criteria). All electrical work must comply with NFPA 70 (Section 302.1 as amended by LMC 15.54.020.I).
Loveland's swimming pool and spa code is LMC Chapter 15.54, repealed and reenacted by Ordinance 6811 (first reading October 21, 2025; re-noticed first reading November 18, 2025; second-reading public hearing December 16, 2025), which adopts by reference the International Swimming Pool and Spa Code, 2024 Edition (excluding all appendices). LMC 15.54.010 states: 'The International Swimming Pool and Spa Code, 2024 Edition, issued and published by the International Code Council, ... excluding all appendices, is hereby adopted by reference as the swimming pool and spa code of the City of Loveland.' LMC 15.54.020.I (amended Section 302.1) provides: 'Electrical requirements for aquatic facilities shall be in accordance with NFPA 70. Newly installed electrical equipment and wiring relating to work done in any work area shall comply with all applicable requirements of NFPA 70,' with an exception for portable residential spas listed to UL 1563 or CSA C22.2 No. 218.1. The 2024 ISPSC Section 305 sets the residential barrier requirements that apply through the LMC: barrier height at least 48 inches measured on the exterior side; ground clearance not exceeding 2 inches above grade; no openings that allow passage of a 4-inch-diameter sphere; for solid barriers, no indentations or protrusions other than tooled masonry joints; for barriers with horizontal members closer than 45 inches, the spacing between vertical members may not exceed 1.75 inches; chain link mesh no larger than 1.75 inches (or with reducing slats). Gates must be self-closing and self-latching; pedestrian-access gates must open outward (away from the pool); the release mechanism must be at least 54 inches above the ground, or on the pool side if lower. Where a wall of the dwelling serves as part of the barrier, doors with direct access from the house to the pool must be equipped with an alarm or a self-closing/self-latching device. Permits and inspections are issued by the Loveland Building Division, 410 E. 5th Street, (970) 962-2505.
LMC 15.54.030 provides: 'It shall be unlawful for any person, firm or corporation to erect, construct, alter, repair, remove, demolish or use any system in the City of Loveland or cause the same to be done contrary to or in violation of any of the provisions of this code, as adopted and modified by the City of Loveland. Any person, firm or corporation violating any of the provisions of this code ... shall be deemed guilty of a misdemeanor and subject to penalties as set forth in Section 1.12.010 of the City of Loveland Municipal Code.' Building Division can issue stop-work orders and require correction; certificate of occupancy may be withheld.
