All mobile food vendors (food trucks, carts) operating within the City of Loveland must obtain an annual mobile vendor license from the Loveland City Clerk's office, a Loveland sales-and-use tax license, a Loveland Fire Rescue Authority (LFRA) inspection/permit ($75 annual fee), and a Larimer County / CDPHE Retail Food Establishment license. Vendors must apply at least 10 days before any event.
Loveland regulates mobile food vending through the City Clerk's office under Title 5 (Business Licenses and Regulations) of the Loveland Municipal Code. Required licenses stack: (1) Loveland mobile vendor license - all mobile vendors (food trucks, etc.) must have an annual license from the City Clerk's office (970-962-2392, clerk@cityofloveland.org); vendors must apply at least 10 days prior to taking part in any event within City limits so departments have time to perform safety checks. (2) Loveland sales and use tax license - Loveland is a home-rule city that administers its own sales tax through the Finance Department. (3) Loveland Fire Rescue Authority (LFRA) inspection and permit - all mobile vendors that have a fuel source (including generators and LPG propane containers) must be inspected and approved by LFRA. The LFRA mobile vendor permit fee is $75.00 and is good for the calendar year (expires December 31). Cooking that produces grease vapors must have a Type I kitchen hood with an automatic suppression system. Vendors must install at least one Class ABC dry chemical fire extinguisher in the cooking area; cooking that produces greasy vapors must also have a Class K extinguisher. LFRA participates in a reciprocity program with 16 fire departments in Larimer and Weld Counties - a permit from any participating department is accepted at all the others through December 31. (4) Retail Food Establishment license through Larimer County Health Department / CDPHE for food safety. Special events also require a separate Loveland event permit through the Police Department (lovgov.org/services/police/event-permits).
Operating without the required Loveland mobile vendor license, LFRA fire permit, sales tax license, or county/state retail food license is a code violation under LMC Title 5. Subject to administrative enforcement and cease-operations orders.
