Pools in North Richland Hills must have barriers at least 48 inches tall with self-closing, self-latching gates. Texas Health and Safety Code 757 backs up the local adoption of the IRC pool barrier rules.
North Richland Hills enforces pool barrier rules under the adopted International Residential Code Appendix G and Texas Health and Safety Code Chapter 757. All residential pools deeper than 18 inches must have a barrier at least 48 inches tall, with a maximum 4 inch gap below the bottom and 4 inch mesh or 1.75 inch vertical gap between slats to prevent child access. Gates must open outward from the pool, self-close, and self-latch with a release mechanism at least 54 inches above grade. Where a house wall serves as part of the barrier, doors from the home to the pool need alarms or lockable covers. Diving boards and slides require additional clearances. Above-ground pools can use the pool wall as the barrier if it is at least 48 inches and ladders are removable or gated. Permits through NRH Planning and Inspections are required before installation; final inspection must pass before water-fill. Call (817) 427-6300 for inspections.
