Grapevine adopts the International Swimming Pool and Spa Code (ISPSC) through its building code, which requires all residential pools and spas to have a barrier at least 48 inches in height measured from the outside ground level. Barriers must have no openings, handholds, or footholds that could allow a young child to climb the barrier; openings must not exceed 4 inches. Chain link fencing is prohibited for new pool barriers because of its climbability. Gates must open outward away from the pool, be self-closing, and self-latching with the latch positioned at least 54 inches above the ground. Doors from the house to the pool area must be equipped with audible alarms that sound when opened (with a temporary disable for adult use), or the pool must have a separate approved barrier. Pool covers meeting ASTM standards can be used as a supplemental barrier but do not replace the 4-sided perimeter requirement. Permits and inspections are required for pool construction and for any pool barrier modification. Texas SB 1588 (2021) prevents HOAs from banning pool enclosures but allows appearance regulation. Grapevine has many pools in Silver Lake, Stone Myers Ranch, and Placid Peninsula neighborhoods; violations carry Class C misdemeanor citations up to 500 dollars and can trigger pool closure orders.
