DeSoto County and all four cities enforce residential swimming pool barrier requirements through the International Residential Code Appendix G and International Swimming Pool and Spa Code (ISPSC) adopted by Mississippi. Any pool, spa, or hot tub capable of holding over 24 inches of water requires a compliant barrier: minimum 48 inches tall measured from the outside (60 inches recommended); maximum 4-inch ground clearance; maximum 4-inch sphere openings; horizontal members over 45 inches apart if spacing under 1.75 inches; no footholds or handholds that would aid climbing. Gates must open outward (away from pool), be self-closing and self-latching, with the release mechanism at least 54 inches above the ground or located on the pool side of the gate below an opening that will not admit a 0.5-inch sphere within 18 inches of the release. If the residence serves as part of the barrier, doors leading to the pool area must have alarms (7-second delay, 85 dB at 10 feet) or self-closing/self-latching hardware. Above-ground pools with walls at least 48 inches tall plus ladder removal or locking meet the barrier standard. Power safety covers complying with ASTM F1346 may supplement but typically cannot replace the perimeter barrier. Inspections occur at pool permit final. Tragedy prevention: Mississippi averages 15-25 drowning deaths per year; DeSoto County cities have had multiple incidents.
Non-compliant barrier: immediate correction order, pool drained or fenced off until compliant. Fines $100-$500 per day of non-compliance.
