Temecula enforces California Building Code and Health & Safety Code Β§115920+ pool barrier requirements: minimum 60-inch (5-foot) enclosure, self-closing/self-latching gates, and at least two of seven approved drowning prevention safety features (such as door alarms, pool covers, or removable mesh fencing). All swimming pools and spas over 18 inches deep require permits and barriers.
Under California Health & Safety Code §§115920-115929 (the Swimming Pool Safety Act, as amended by AB 3) and the California Building Code adopted by Temecula, all newly constructed or remodeled swimming pools and permanent in-ground spas more than 18 inches deep at single-family homes must be equipped with at least two of seven specified drowning prevention safety features. These include: (1) an enclosure meeting the standards of §115923 (minimum 60 inches high, no openings allowing a 4-inch sphere to pass, self-closing/self-latching gate opening outward); (2) a removable mesh barrier with self-closing/latching gate; (3) an approved safety pool cover; (4) exit alarms on doors providing direct access to the pool; (5) self-closing, self-latching devices on doors with release mechanism at least 54 inches above floor; (6) an alarm in the pool detecting unauthorized entry; or (7) other means providing equal or greater protection per ASTM standards. Latches must be at least 60 inches from the ground, and gates must open away from the pool. Pool barriers require permits and inspection through Building & Safety. HOA communities often have additional design standards for pool fencing visibility and aesthetics.
Specific penalty amounts for this ordinance are not published in a publicly accessible fine schedule. Contact Temecula code enforcement directly for current fines, enforcement procedures, and hearing options.
