Troutdale, OR Fence Regulations: Pool Barriers (2026)

Oregon Residential Specialty Code Appendix G (adopted per OAR 918-480) governs residential pool, spa, and hot tub barriers throughout Multnomah County. Minimum barrier height is 48 inches measured on the exterior side, with maximum clearance under the barrier of 2 inches above a non-solid surface (4 inches on solid surfaces like concrete). Horizontal members on the outside of the fence must be more than 45 inches apart, or the fence must have mesh/spacing that prevents a 4-inch sphere from passing through. Chain-link fencing is limited to 2.25-inch mesh (1.75 inches with slats). Gates must be self-closing and self-latching, with latches located at least 54 inches above grade on the pool side. Doors from the house into the pool area must have either a self-closing mechanism with alarm (85 dB at 10 ft, per UL 2017), or a power safety cover meeting ASTM F1346. Pools are defined as any container with water deeper than 24 inches. Portland BDS and Multnomah County Building Division conduct pre-fill and final inspections. Anti-entrapment drain covers compliant with the federal Virginia Graeme Baker Pool and Spa Safety Act (15 U.S.C. §8003) are mandatory. Above-ground pools with walls 48+ inches may use the pool wall as the barrier if the ladder is removable or lockable.
