Brevard County Building Department requires permits for retaining walls exceeding 3 feet in height measured from bottom of footing, or any wall supporting a surcharge (driveway, building, slope). Walls over 4 feet require engineered plans signed and sealed by a Florida-licensed professional engineer. Soil conditions along the Indian River Lagoon and St. Johns River floodplain may require geotechnical analysis. Setbacks from property lines typically 5 feet; variances available. Drainage behind the wall mandatory to prevent hydrostatic pressure failure. For properties east of the Coastal Construction Control Line (CCCL) along SR A1A from Cape Canaveral to Sebastian Inlet, additional FL DEP permits required under FL Β§161.053. Seawalls and bulkheads on Indian River/Banana River require St. Johns River Water Management District permit.
