Albany County Local Law authorizes sale and use of sparkling devices per NY General Business Law Article 11-A. Only handheld or ground-based sparkling devices permitted. Aerial fireworks, firecrackers, and bottle rockets remain Class B misdemeanors. Sale limited to licensed retailers during statutory windows.
Possession of illegal aerial fireworks: Class B misdemeanor, up to 3 months jail and $500 fine. Sparkling devices out of season: $250 violation.
