Illegal open burning is enforced by Lincoln Fire and Placer County APCD. Lincoln can issue administrative citations under LMC Chapter 1.16 ($100/$200/$500 escalating). APCD violations of Rule 301 (Open Burning) and Rule 502 (carry-out) carry civil penalties up to $10,000 per day per violation under Cal. Health & Safety Code §42402.
