Spokane residential garage sales require no permit. Sales are limited to 3 per household per calendar year, each lasting no more than 3 consecutive days, during daylight hours on the residential property.
Consistent with Washington practice, Spokane does not require a permit, fee, or license for residential garage sales, yard sales, estate sales, or moving sales. The activity is considered an accessory residential use under the zoning code. Customary limits derived from home-business standards under SMC 17C.110 allow up to 3 sales per household per calendar year, each running no more than 3 consecutive days and only during daylight hours. Sales must take place on the seller's own property and not in public rights-of-way, parks, or alleys. Items for sale must be the household's own used personal property, not new retail merchandise or commercially purchased inventory. Occasional sales of personal property do not trigger Washington B&O tax or require a state reseller permit. Persons conducting frequent sales or selling purchased-for-resale goods cross into unlicensed retail activity and must register with the state Department of Revenue and city business licensing. Signage is regulated separately under SMC 17C.240.
Exceeding sale limits: home-business licensing required; $100-$250 for unlicensed retail. Off-site or right-of-way signs: $50+.
