Vacaville does not require a separate garage-sale permit for ordinary residential yard sales. Garage-sale signs are treated as content-neutral temporary signs allowed without a sign permit under Vacaville Municipal Code §14.09.132.150, with the same placement rules as other temporary signs (private property only, owner consent, no public right-of-way or City property, removal after the sale). Commercial-scale, repeated, or business-style sales may trigger Temporary Use Permit and home-business rules administered by the Community Development Department.
Vacaville does not maintain a dedicated garage-sale permit ordinance. Ordinary residential garage and yard sales are treated as a permitted incidental use of a residential property. Signage for the sale is governed by Vacaville Municipal Code §14.09.132.150, which lists "garage sale signs" alongside real estate, campaign, construction, banner, feather-banner, and event-poster signs as temporary signs allowed without a sign permit. Consistent with Reed v. Town of Gilbert, 576 U.S. 155 (2015), the City applies size, location, and time limits in a content-neutral manner. Signs require the consent of the property owner where placed, may not be placed on public property (rights-of-way, parks, medians, landscape areas, or City structures), and must be removed promptly after the sale. Improperly placed signs are removed by City staff and held at the Vacaville Corporation Yard for retrieval for up to 30 days. For commercial-scale recurring sales or business-style activity (regular flea-market-style operations, sales of new merchandise), the activity is not a true garage sale and may require a Temporary Use Permit, a business license, and home-business review through the Community Development Department. Vehicle sales from a residence are limited by the Vacaville Municipal Code's zoning rules and may not be conducted as an ongoing business.
Garage-sale signs placed on public property or in the right-of-way are removed by City staff and held at the Vacaville Corporation Yard. Repeated or commercial-scale yard sales conducted without the appropriate temporary-use or home-business approvals are subject to Code Enforcement action under Vacaville Municipal Code Chapter 1.28 with administrative citations and potential abatement.
