The City of North Las Vegas does not regulate yard ornaments on private property. Statuary, religious displays, and decorative landscape elements are generally allowed without permits. Restrictions come from HOAs in master-planned communities, which commonly require architectural-review approval for any visible front-yard ornament. First Amendment protections apply to religious and political displays under federal and Nevada law, not city ordinance.
North Las Vegas Municipal Code does not contain a lawn-ornament provision. The city applies four general controls: (1) NLVMC Title 17 zoning code height limits on accessory structures in front yards (typically 6 feet), which only applies to very large statuary; (2) right-of-way obstruction rules prohibit ornaments from extending into public sidewalks or streets; (3) general nuisance provisions can apply if an ornament creates continuous noise (a fountain motor) or other unreasonable interference; and (4) Southern Nevada Water Authority Water Smart landscape rules under SNWA's conservation program, which require xeriscape designs in new construction and restrict non-functional turf in front yards but do not target ornaments. None of these targets lawn ornaments themselves. HOAs are far more restrictive: Aliante, Sun City Aliante, Eldorado, Coleman Highlands, and similar communities require architectural-review approval for any visible front-yard hardscape or ornament, including statues, religious displays, fountains, and seasonal decoration anchors. NRS Chapter 116 governs HOA enforcement but does not specifically preempt ornament rules. Political signs are handled separately under Nevada election law and First Amendment principles, with most jurisdictions allowing reasonable content-neutral size and durational limits.
City: no ornament-specific penalty; right-of-way obstructions removed by Public Works. HOA: per CC&R fine schedule, commonly $50 to $250 per violation subject to NRS Chapter 116 procedures. Architectural-review violations may require removal of the ornament.
