Pennsylvania does not use the term cottage food but allows Limited Food Establishments under 3 Pa.C.S. Chapter 57 (Act 106 of 2010, as amended). Producers must submit an application with a business plan to the PA Department of Agriculture, pass a home kitchen inspection, and pay a $35 annual registration fee. Approval may take up to 60 days. Lab testing is required for certain products such as canned goods, juices, and jams. Allowed products include baked goods, candy, condiments, honey, dry goods, jerky, fermented foods, and snacks. Perishable baked goods and low-acid canned foods are prohibited. Labels must include the product name, business name and address, ingredients, allergen declarations, and net weight. There is no annual sales cap once registered. Pets are prohibited from production areas. In Pittsburgh, operators must also comply with local home occupation zoning standards under Chapter 912 if customers visit the home.
